Col. Hawkins

Looking for information about a Colonel Hawkins, called an east Tennessee refugee, some sources a Tennessee soldier (newspaper sources). Hawkins participated, and some sources believe, instigated, a riot at Danville, Illinois on 24 Aug. 1863, where a number of people were killed and wounded. I cannot identify this person, and the only colonel I can find for a Tennessee regiment is Isaac R. Hawkins, 7th TN Cav (Union), but this does not seem like the right person. Supposedly while at Danville lecturing about the war, Hawkins was insulted by the Butternut pins some the Danville residents wore, and he proceeded to rip them from the coats. Tempers flared, shots fired, and all **$*#& broke loose. Can anyone identify this person? Any information greatly appreciated.
