Rebel Deserters " North of the Ohio River "

I've noticed this phrase in the CMSR's of several East Tennessee men. Men who were coscripted into the Confederate army and " voluntarily surrendered " to Federal forces after the capture of Knoxville. They would " take the oath " and agree to stay " north of the Ohio River " till the end of the war. Were they employed in some way by the Federal Army ? How and where ? My wife had a great-uncle who lived to be almost 100 yrs old. He could remember both his East Tennessee Unionist grandfathers and stories of one's service in the field against the Confederates,while the other I believe he said worked caring for beef cattle that supplied the army somewhere in Indiana. Does that sound correct ?
