Mr. Martin,

Thank you! I had not checked the Federal accounts yet. That is exactly what I was looking for. I was finding poor secondary sources that did not have a reference to be found. I was beginning to think it was one of those local legend things. Apparently it took until the 1880's to get all of this stuff removed from the river and the low ground.
