Pre War Dissolution of the State Militia

In his January 7,1861 address to the State Legislature on the subject of convening a convention regarding succession, Governor Harris wished to " . . . call your attention in the fact that, with the exception of a small number of volunteer companies, we have no military organization in the State, the militia having disorganized immediately after the repeal of the law which required drills and public parades."

Can anyone shed light on when the militia was disbanded and the facts behind this action?
