Major Carter, Texas State Troops, please identify

Please help identify the Major Carter in the following OFFICIAL RECORD entry. The Major M.G. Settle is from the 9th Militia Brigade (Lamar and Hopkins Counties, Texas).

1863 Harris Co TX, Houston, Nov 21...GENERAL [H.E. McCulloch, Comdg., Northern Sub-District, Bonham, TX]:

I am instructed by the major-general [J.B. Magruder] commanding to say that, in order to avoid all possible misunderstanding on the subject of orders, you are hereby directed to send not only the State troops, infantry and cavalry, as heretofore ordered, to Houston, via Millican [Brazos County], but all the available Confederate troops which you have at Houston.

The State troops you were allowed to retain were [M.G.] Settle's battalion and the three companies of cavalry under Major Carter; these you are still allowed to retain, if, in your judgment, it is absolutely necessary for the defense of your sub-district.
