Obviously states across the Mississippi were more remote from the government in Richmond, and all states had their own military officers, including quartermasters. However, the Confederate government took priority over the states, and once states like Texas delivered military organizations to the Confederate government, the Confederacy was responsible for all issues related to supply, pay and transportation. Confederate quartermasters could not provide supplies, pay or transportation to state troops.

Let me answer your question another way. If a staff or general officer held a commission issued by the Confederate government, his records should be in M331. If a staff or general officer held a commission issued by the State of Texas, his records should be in the state archives.
