Exactly.

It sounds inefficient, but that's the way government always works. Geography doesn't matter. If state troops were accepted in Confederate service, as they sometimes were, then they would come under Confederate control and were unformed, equipped and supplied by the Confederate government. Otherwise everything had to come from the state or from the soldiers, drawing on their own resources.
