State pension legislation provided support from 1899 forward. Persons eligible to apply included Confederate veterans serving in commands from Texas and other Confederate states, or their widows resident in the state since 1880 who were disabled or indigent. Of course this means that not all veterans or their widows were eligible.

I can't think of a state in which children were allowed to apply under any circumstances.
