Col. Wm. Coffram, Capren, Capcren, 3rd Regt TX Cav

Please help me learn the name of this colonel of the Texas State Troops. The document appears to have been written with a Crayola -- difficult to read is charitable. It is on page vIIpA-143.

I, Wm Coffram [? Capren/ Capcren] Col Commanding 3rd Regiment Texas Cavalry, do certify that I have carefully examined the above muster roll of Capt. Andrew J. Nicholson and I find that I can respond that they were mustered into the state service as Infantry on the 17th day of June this 1861 and served as such till the 29th day of July 1861 and then were to mount as Cavalry. That said company served as Infantry until the 25th day of June when they were moved from the Infantry Service and are entitled to pay as Cavalry to the 2nd day of October ?1861 when the Regiment was mustered into the Service of the Confederate States.
