Please help David L. Haimerl of Stover MO and me decipher the recurring "J.W. Peebles" file.
This J.W. Peebles file is a mystery to me. When I was transcribing the Bourland Texas Cavalry Border Regiment records from the National Archives (reels M-323-189 and M-323-190), I found those pages completely illegible, and did not understand the context, that essentially cited:
A slip which states "see personal papers of J.W. Peebles (Doomas’ Co./Bourland’s Tx Cav)" or a reference slip to "see Manuscript # 3356 dated 22 Jun 64" referring to a personal description of detailed conscript.
The key terms found were: (1) J.W. Peebles; (2) Manuscript # 3356; (3) Doomas Co [may have been Lewis Dumas]; (4) Jun 22, 1864.
Bourland's men whose Regimental Return Cards mentioned the above terms:

Baggett, Abraham: In Co’B’/Good’s Bn. A reference card which states see Manuscript #3356, date 22 Jun 64, detailed conscript, also has personal description handwritten on card.
Brownfield, Samuel: In Co’B’/Good’s Bn. A reference card states see Manuscript#3356, 22 Jun 64, detailed conscript.
Floyd, W.A.: In Co’B’/Good’s Bn. A reference card which states see Manuscript#3356 dated 22 Jun 64, with note “personal description."
Jones, A.J.: A PVT in Co’A’/Good’s Bn. Jul 64 return states absent sick. A note which states see personal papers of J.W. Peebles, Doomas Co., Bourland’s Rgt Tx Cav.
McCampbell, J.H.: In Co’B’/Good’s Bn. A reference slip states see Manuscript#3356 which is dated 22 Jun 64 with notation “detailed conscript” & “Personal description”.
McDowell, James: In Co’B’/Good’s Bn. A reference slip states see Manuscript#3356 dated 22 Jun 64 concerning personal description of detailed conscript.
Nance, D.L(or T).W.: A PVT in Co’B’/Good’s Bn. A slip which states see personal papers of J.W. Peebles (Doomas’ Co./Bourland’s Tx Cav). Also a reference slip to see Manuscript # 3356 dated 22 Jun 64 refering to personal description of detailed conscript. Both May & Jul 64 returns state detailed by order BG McCulloch. Most likely same as Nance, D.M. below.
Nixon, Thomas E.: In Co’B’/Good’s Bn. A reference card to see Manuscript#3356 dated 22 Jun 64 concerning personal description of detailed conscript.
Wright, ---: A PVT in Co’D’/Good’s Bn. May 64 return states absent w/ leave by order BG McCulloch. A reference slip for a Wright, J.R., Smith’s Co. [Note: Co’B’], Good’s Bn which states see personal papers of J.W. Peebles, Doomas’ Co., Bourland’s Rgt for a personal description of soldier. Likely, despite foregoing reference slip, same as "Wright, C." below based on company assignment.

David L. Haimerl suggested that maybe the J.W. Peebles file is connected with what Jerry Coffee of Plano TX called "supposed deserters who were gathered and placed in a unit (Bourland's?)."
