The name Elijah Pennington appears in records of Co. "F", 42nd Alabama Regiment. From what you say I would guess that he was captured a second time on Lookout Mountain on Nov. 24, 1863. Federal authorities didn't recognize Alabamians from Moore's Brigade as officially exchanged, so these prisoners were listed at Rock Island as having violated their paroles. This took some time to resolve.

Pennington's name isn't in one of the six "galvanized" regiments organized for western frontier service.

The name Elijah Pennington does appear in records of Co. "I", 150th Indiana Regiment. The regiment organized at Indianapolis on March 1, 1865. The Confederate service file for this man should include notes stating when he was released from prison. It would be interesting to know if he might have joined the Indiana regiment which was sent to Virginia for garrison duty for a few months.
