Col Joseph Phillips - 3rd Cavalry, Arizona Brigade

Does anyone know of any pre-war information regarding Col. Joseph Phillips or any history regarding him before the organization of the 3rd (Phillip's) Cavalry, Arizona Brigade. Col. Phillips was killed in the assault of Ft. Butler at Doneldsonville, LA in 1863.

I was curious as to where he resided prior to the war. Both his Lt. Col. and Maj. of this regiment were from Arizona Teritory and California resepctivley. I also know many of the soldiers were from the Mesillia Valley in New Mexico. Some contemporary news paper articles mention request for clothing and Texas citizens donating clothing to this regiment because the members were from New Mexico, Arizona, and California and could not easily get clothing supplements from home. I appreciate any help.
