missing military records

I have a copy of the widow's pension application including the request by Commissioner of Pensions to Adjuntant General for the military records of Bester South who is reported to have enlisted in Co "I", Reg Carters 21st Tx Cavalry for his widow - Martha Hardy South. Included in the application is the statement from 2 of Bester's friends who served with him. This application was requested on May 24, 1913. The Adj General's office replied that the name of Bester South has not been found on the rolls, on file in this office, of Co. "I" or any other company of the 21st (Carter's) TX Cavalry, CSA and no record has been found of the capture or parole of a man of that name as of the organization mentioned. Then on Mar 1, 1915 - the pension was allowed.

Question - Does this mean they just gave it to her based on info or they found his papers listed somewhere else - or had his name misspelled or entered wrong, or what? Does this mean there are no papers on him or what?
