Many one year units were asked to re up, but then some were told that they were changed to 3 years or till the end of the war. But the in the North the Army would tell the Sect. of War they needed men, Lincoln would call for them and the War Dept. would send out to each state a "request" for so many units. The states would then raise the units. And they would, like the Southern men, take the oath to the Fed. gov. and do Fed. service. It wasn't a draft board, and it was slow, very slow, but it was a type of draft non-the-less.

In 1864 Lincoln got the call from the Washington Draft board and a sub was bought to replace the call. The sub was then assigned to the Washington War Dept. staff so the sub wouldn't lose his life. He got the $300 for being the sub, and served about 1.5 years. Not bad pay for that time.
