I was just made aware of a Charles Frank Phillips who was born, according to our genealogy group, in 1844 and died at age 19.

Our Charles Frank Phillips may have gone by "Frank". He was a brother to Nimrod Phillips who rode in Gurley's and like Nimrod was a step-brother to the two Kizziars also in the 12th Cav Co F.
