Just looking for a general overview of the conscription process when another agrees, for a fee, to enlist to take the place of someone else subject to conscription. How common was this practice?

In the case where the substitute would have been subject to conscription himself, was there any consequence or penalty? Seems like that process would result in a net loss of one soldier.
