I'm a bit late finding this discussion thread, but here is what I have on him:

COOK, Joseph Jarvis, Lt. Colonel
Born in Newburn, N.C on 12/1/1820. Graduate of the Naval Academy. Retired from the U.S. Navy in 1851 as a Lieutenant. Settled in Fairfield in Pickens Co. Moved to Fayette Co., Texas. Joined the Confederacy and captained Jones’ Company of the Cook/Fontaine/O.G. Jones' Texas Light Artillery Battery. Possibly commanded Cook's 3rd Texas Artillery Battalion. Then, was given command of the 1st Texas Heavy Artillery Reg. as a Lt. Col. Returned to Fairfield in 1868. Died 1/31/1869 or 2/25/1869 by his own hand. Buried in the Cook family cemetery in Pickens Co. He was married to Melissa Dew.

Death "by his own hand" does lend some credence to the insanity charges already mentioned.
