From a Civil war website:
The first group of 132 Union prisoners were sent to the camp during the last week of June 1863. A group of about 100 prisoners was moved from the Texas State Penintentiary the first week of August.

The dates don't seem to work with William's.

Here's the info I have on William Spargo:
William Spargo, a carpenter, enlisted as a private at the age of 39 on September 8, 1862 in Company I, 42nd Massachusetts Infantry. He was mustered in on September 16, 1862. On January 1, 1863 he, along with his entire company was captured in an action at Galveston Texas. He was paroled and mustered out on August 20, 1863.
