For what it is worth, the further west the event occurred, the less likely that it was included in the OR's. In my research, it is my estimate that less than 10 per cent of the documentation in the National Archives relating to Texas and the Trans-Mississippi was included, and there is neither rhyme nor reason for their selection process.
There is a fair amount of reconstruction material on Texas at the National Archives. However, the only way you are going to get it is to go to Washington.
