Loyalty Oaths

In 1867 my G Grandfathers brother, Thomas J. Wallace, signed a Loyalty Oath in Bienville Parish La. It states that he had moved there within the year, I assume from Bowie Co, North Texas, where the rest of the family was.

Since he was born in 1842 and in good health he should have been in the military.

The only two Thomas J Wallaces in the soldier/sailor system have been accounted for.

My queston is, would a civilian, with no known Confederate government ties, have to take the oath after the war?
