CMSR means compiled military service record. Since Willis was in Confederate service, he has a Confederate CMSR.

A pension for this man would be out of the question. Being dead, he could not apply himself. Evidently his widow remarried, which made her ineligible to apply in his name. That leaves no one who could have applied for his service as a Confederate veteran.
