I haven't looked in detail, but I think all ancestry.com has is the muster roll at the time the unit was disbanded at the end of the war in Austin, Texas. If I rmember correctly there are over 900 (maybe 941?) names on this muster roll or roster, whatever it's called. I suppose a person could look through the roll and find what other officers and enlisted men were listed for E company. I do know there's one person (William Morrison) on this list who apparently left the regiment before the end of the war. I think his pension application indicates that he suffered some illness and bad health and left the regiment when it was in Arkansas. He returned home to Erath Co. and was in the militia after he recovered from his illness. Anyway, you may not find anything more about Lt. Jacobs at ancestry.com than what I've mentioned. Of course, the pension applications sometimes are really great for giving specific information in the applicants own words, if he or his wife applied for a pension.

You might have some luck looking at books on the 30th, such as the one mentioned in this thread (Mansard Prairie)and the ones on the Cabin Creek fights, Poison Spring?, etc. to see if they mention Lt. Jacobs (or at least Co. E) and also look at thier sources. Being an officer, I assume it's more likely that he would be mentioned than would an enlisted man. It appears that he was an officer during all of the 30th Regiment's activities. At a minimum you could follow any mention of E Company and reasonably assume that Lt. Jacobs was involved with whatever E company was doing. I found the summaries of the books to be interesting and I'm sure the books with maps etc. would be even better. Anyway, good luck!
