Civil War Pension

How do I find out if William C. Wren's widow (Mary Matilda Fowler Wren Turner) received a Civil War Pension? She is not on the index, but her sister, Parthenia Fowler Wren (widow of Nicholas H. Wren) is. Parthenia's record is lost.
Are all the pensions on the index, or should I write somewhere to find out?
I think Mary Matilda Fowler Wren Turner received a pension on the service of her Turner husband, but I don't know which Turner she married. I think this because my great grandfather was listed as a Turner on the 1870 census but he was actually a Wren, and Mary was a widow.
The sisters lived alone with their surviving children from 1870 to the 1900's when they died. They had to have SOME kind of income other than "keeping house".
Thank you,
Shirley
