I have my great-grandfather’s (Garret F. Watson, of Richmond, VA) Presidential Pardon, Oath & Parole, plus transmittal envelope.

The transmittal envelope (I assume for the Oath & Parole) has a cache “Department of Quartermaster, Army of the James”

Ink handwritten, in cursive script (below the cache) is “Garret F. Watson, Agreement, The Newton Committee”

Can you please advise me where I can find information on “The Newton Committee”
