The Hebrew section at Oakwood has to be the most immaculately cared for plots I've ever seen. The Confederate section is in poor form but the Virginia Division of the SCV and The Oakwood Memorial Association are working on it. I think the Hebrew Cemetery you are thinking of is on Shockoe Hill. The Hebrew Confederate Cemetery is THE only Jewish military cemetery in the world outside the state of Israel.
