It does sound like this man was on duty in the Shenandoah Valley, so the unit may be correct, or nearly so. Captain Francis Miller led Co. "E", 45th Virginia Regiment.

Inspection reports simply list the number under arrest in columns of officers and men present. They don't provide detail concerning what happened in each case, but these men were present rather than being away elsewhere in prison.
