I agree that the Illinois soldier simply has the same name, something that happens more often than people imagine. However, absence of any Confederate staff records in Craig's name strongly suggests that either (a) he held a militia commission from the State of Virginia, or (b) he wasn't in the military during the Civil War.

Maybe he held a militia commission at some earlier time. State of Virginia archives and history should be able to help here.
