I am an American History buff. Today I came across a quote stating that in 1865(April) Gen. Lee issued 'Order #14' regarding the enlistment of African-Americans as soldiers for the CSA. An ad was printed in the 'Richmond Daily Examiner' regarding the recruitment.

I have read many civil war history books, and none of the authors mentioned it. Did it actually happen? What are the sources?
