Bishop - 54th Va. Infantry

Henry W. Bishop 54th Virginia Infantry, Co. B

According to his service record, he was captured ll/25//1863 at Missionary Ridge, TN. Sent to Louisville, KY 12/7/1863, then sent to Rock Island, ILL where the paperwork states "Roll of Prisoners of War enlisted in U.S. Navy at Rock Island, Illinois and transferred to Naval rendezvous at Camp Douglas, Chicago, Illinois"

Does this mean he remained a prisoner until the end of the war? Could someone explain what all this means exactly.
