Boatner's Civil War Dictionary notes "A court of inquiry, headed by Hancock, found the following officers responsible in varying
degrees for the failure: Burnside, Ledlie, Ferrero, Col. Z. R. Bliss (C.O. 1, 2, XI), and Wilcox.
