This regiment was officially organized by the consolidation of the 46th and 47th Battalions Va Cav per SO No. 133, A&IGO, dated February 9, 1865. The battalions had previously been consolidated and a regiment formed by field authorities since July 1864, on A&IGO Letter 55-V-1864. The battalions were consolidated by SO No. 101, Hdqtrs, Valley District, dated November 2, 1864, and a regiment "to be commanded by the senior officer until a col. is appointed by the President." The organization was reported on November 30, 1864 and on December 14, 1864, as the 26th Regt Va Cav; see Official Records, Armies, Ser. I, Vol. 43, Pt. 1, pp. 929,939. Company muster rolls, however, for August 31 and October 31, 1864 were made out as of the battalion organizations and no rolls as of the regiment are found. From reports furnished by paroles as of the 26th Regt Va Cav, it is apparent that the six companies, A to F, 46th Bn Va Cav were assigned as companies A to F, 26th Regt and that the four companies, A to D, 47th Bn Va Cav, became companies G to K, 26th Regt Va Cav.
Correspondence relative to the consolidation of the battalions shows that in accordance with the recommendation of General Lee, the regiment was organized under the command of Lt.Col. Jos. R. Kessler and Maj. Henry D. Ruffner of the 46th Bn Va Cav, the colonel to be appointed when the regiment was filled up. It is found that Major Ruffner was later promoted to Lt. Col., indicating Kessler had been promoted to Col., but no record of his promotion has been found.
