Minor, Robert Dabney, Maj., (1st Lt. CS Navy), 1863-1864 (assigned to James River Squadron)
Curlin, Martin W., Maj., 1864-1865
Organized on June 22, 1863, this battalion was mustered into Confederate States service, June 23, 1863, for local defense and special servive exclusively for the defense of Richmond and environs for the term of "resident in city" with five companies, A to E. Company F was added June 27, 1863, but it appears later to have been withdrawn from the battalion.

Co A, Capt Martin W. Curlin's Co; enlisted June 20, 1863; composed of employees of the Navy Dept at the Naval Ordinance Works. Captains: Martin W. Curlin (to Maj. Feb 13, 1864), William C. Ammon.

Co B, Capt Daniel Constantibe's Co; composed of Navy Yard employees from opposite Rockett's. Captains: Daniel Constantine, D. Armistead Graves, William H. Brown.

Co C, Capt William L. Pettit's Co; comprised of employees of the CSA Naval Works

Co D, Capt John S. Boushell's Co; formerly called Co A; composed of employees at Rockett's Navy Yard, and some detailed members from the Army.

Co E, Capt John W. Brown's Co; formerly called Co B; comprised of Rockett's Navy Yard employees and detailed soldiers. Captains: John W. Brown, Jesse D. Thomas.

Co F, Capt Charles G. Talcott's Co; reported as Co F; composed of employees of the Richmond & Danville Railroad of which Talcott was superintendent. Captain Talcott's appointment as Major of the Battalion was revoked, and indications are that he withdrew his company from the battalion, subsequently serving as an independent company.
