Citizens imprisoned

I am looking for any information on the imprisonment of Virginia citizens by the Union forces. In my research of Wiggintons who fought in the war, I've come across a William, who was 17 or 18 years old and living in Prince William Co. According to prison records, he was captured at City Point on 6/28/1863 and was charged with being "disloyal". He was held at Old Capital Prison till April 1864 then transferred to Pt. Lookout until September 1864 when he was again transferred to Clinton Prison in New York. On one of the records, there is a notation that states that "These men all came to camp after the raid made by General Kilpatrick." Another notation reads that "We, the undersigned, desire to be sent South as Prisoners of War for exchange." I would appreciate any and all thoughts on this. Thanks! Kerry
