One star on the collar signifies the rank of Major. Two stars, Lt. Colonel. Three stars, full bird Colonel. Note, all stars are of the same size.

Three stars enclosed within a wreath signifies a General officer, Brigidier through full General. There was no distinction between these ranks.
The center star being larger than the other two.
