I don't know the answer to the county name change, but there is an enlightening reference in Brewer's Alabama: Her History, Resources, War Record and Public Men which said that "there are no towns in Baker... [and] Baker has no history, and as yet [book was published in 1872] is not entitled to separate representation in the general assembly." Chilton County was created in 1868.
