Well, I think I understand this. If forces were posted in a long straight line, then they were subject to flank attack and probable defeat (being "rolled up by the flanks"), so it was common practice to bend the ends of the lines around to the sides to provide some defense against such attacks. That was the refusal, the bent lines.
