You may want to go to each state legislature postbellum and look at the legislation overtime (because it was refined overtime) and also look at the committees that were established (again overtime) to oversee the approval and issuing of funds for Pensions because Pensions for Confederate Veterans and their widows were issued by the states and not the Federal Government.
