Location of dead AR soldier found in letter

Today an unknown Confederate grave marks his gravesite but a recently found letter left behind at the close of the WBTS in Southwest Georgia has identified the grave as that of Sgt. Hardy J. Bullion, Company F. of the 1st Arkansas Infantry (Colquitt's)

Sgt. Bullion was also mentioned on the Confederate "Roll of Honor" but I can't remember if it was for Stones River or Chickamauga?

Although according to Dr. Stout's papers the 1st Arkansas Hospital which was located in Fort Gaines, Georgia
in later 1864, Sgt. Bullion would die in Cuthbert, Georgia home to three Confederate Hospital's, The Hood, Hill, and Lumpkin.

I had his CMSR at one time but have misplaced it and I need it for his tombstone as required by the government. I can get it at Washington,DC when I visit there again however, it might be months before I'm back. The NARA in Georgia does NOT have the Arkansas Soldiers. While in Atlanta I spoke to a gentleman from Arkansas who said there is nowhere in the entire state of Arkansas that one can obtain CMSR's from Arkansas. He said I would have to go to Texas, which is really NO problem since I drive an 18 wheeler.

Can anyone either confirm or deny his statement?
