Fay Hempstead, in his 1890 "A Pictorial History of Arkansas", mentions Captain Otey, of the Phillips Guards, as being the most prominent volunteer officer in the Little Rock Arsenal incident. He mentions Cleburne only as being present.

Hempstead's history is pretty reliable. Bishop's 1899 "Confederate Military History of Arkansas" lifted large parts of Hempstead's book into his own, especially the regimental histories section.
