Anthony, you're absolutely right that Peter V. Green was the last colonel of the 5th Arkansas Regiment. When all the Arkansas regiments in the Army of Tennessee were consolidated into two regiments (1st Arkansas Consolidated Infantry and 1st Arkansas Consolidated Mounted Rifles) on April 9, 1865, the field and company officer positions were filled by appointment, with no apparent regard to legal order of succession. Lieutenant-Colonel Howell (5th Arkansas) was appointed as colonel of the 1st Arkansas Consolidated Infantry, leaving Colonel Green and the other regimental commanders in that never-never-land status of "supernumary officers," i.e., officers without a command but still in the service. I don't know criteria was used to make the appointment, but the consolidations left a whole bunch of officers, from lieutenants to colonels, without a command.
