Having 1 round in the chamber and 15 in the tube does make the Henry a 16 round weapon. Yes, a Henry can be loaded 1 round at a time through the action. This was one of the govt. gripes until Tyler Henry pointed it out that it could be loaded conventionally.( The govt. also wanted nipple picks supplied with each weapon!)
