Now that I found the source, why did Captain David Power Conyngham have what appears to be a garrison flag?
It dawn on me to use a reverse image search and I found it; it's from Bealton, Virginia with Captain Cunningham of General T.F. Meagher's staff. It was taken in 1863. The photograph is in the Library of Congress collection. See link below.
