Battle Honors

I have a repop of the flag of the 4th NCST lost at Chancellorsville, picked up by the 7th Ohio Infty. I believe the style to be first or second bunting issue. The battle honors "Williamsburg" and "Seven Pines!" are on white cloth tape in the upper and lower quadrants. While the 4th was under fire at Williamsburg and had minor losses they figured prominently in the fight at Seven Pines, taking a major Union redoubt and suffering heavily.
Curious what the criteria was for the issuance of battle honors given the difference in their participation in these two battles.
The flag is very similar to this one, http://www.archives.alabama.gov/referenc/flags/026.html, the major exceptions being the spacing between the words "Seven" and "Pines!" is somewhat truncated, the St. Andrews Cross is narrower, and the honors are on the "front" as opposed to the "back" as in the picture of the 8th Ala flag.
Original of my repop is in the MOC as, I believe, is the flag of the 8th Ala.
Any input from the assembled is greatly appreciated.
