Much appreciate your responses -- Ken, I conclude that the final design for a new (second) National flag was still in flux, causing the bill designers to use what was considered the best candidate for adoption at the time -- although, as things developed, the final design for the Second National was to differ, making the flag shown on the bill a non-existent oddity. For that reason, and those stated by Frederick, it seems worth at least a sidebar comment or equivalent when FOTC "goes final" om the Internet. (A more refined parallel time-line of the concurrent actions ought to prove the theory.) 'Best to you both.
