After reading your response it sounds as if it might simply be an error. However, Wilson might have been a lieutenant colonel if someone else had been appointed colonel but declined to accept it. That kind of occurance was rare, but could have happened. Once the Confederate War Department learned the appointment had been declined, new appointments would have been issued very quickly, and Wilson would have been promoted to colonel.
