Yes, the 23rd Battalion Local Defense Troops & "Athens Battalion" are the same.

They were workers from Cook's armory (of the famous "Cook and Brother" Rifle).

I believe the unit was originally organized by the State of Georgia as a State Guard unit then were transferred to Confederate service under the Local Defense Act.

They were in the battles of Griswoldville and Honey Hill.
