Initially officers recruiting for new reserve companies didn't undestand the law, which dictated that junior and senior reserves be assigned to different commands. Eventually these were segregated, which makes sense if they had understood the purpose of the law. Exempts were not allowed to join the reserves, but on earlier rolls, almost anything was possible.
