My ancestors compiled Confederate service record contains a typed letter from the War Department:

This record contains information relative to the above named man, upon the subject stated

Can someone tell me what this record pertains to. I know that the typed letter was probably for pension purposes (ca.1915 for his widow.) What is "General Orders No. 27/1(27.1)?
