Tom, From doing research on one particular individual from Walker County, Georgia I had found following. By 1863 the state of Georgia had militia districts. This may or may not be the same militia districts that Governor Brown authorized in December of 1863 thus creating the 1864 Georgia census. Just as Alabama had and I'm sure other Southern states Georgia had a Camp of Instruction. In the case of Walker County, which was pre December 1863 they had a sub enrollment officer. However the sub enrollment officer was not an officer but rather a private. In looking at other counties I too noticed that there sub enrollment officers were enlisted. This is not to say all sub enrollment officers were enlisted but I've saw no officers as of yet. His job was to filter men to the Camp of Instruction from Walker County to Decatur, Georgia located in DeKalb County. As we know Governor Brown tried his best to keep his troops within the state to defend her people as much as possible. If I remember correctly there were three separate Confederate Conscriptions. The first on April 16, 1862 took the men from 18 to 35. The 2nd was implemented in July of 1863 and took men from 18 to 45. The 3rd passed on February 17, 1864 to men from 17 to 50. Of course there were many men exempted especially in the state of Georgia.
