I haven't seen a study of Camp Chase. However, a recent book on Rock Island describes how funds available for additional food, clothing, blankets and medical care were handled. Rather than spending all the money available for the needs of prisoners, the camp commander returned or reallocated much of it. Col. Hoffman expected reports showing expenditures at Rock Island well under budget to reflect favorably on his adminstrative record.
The same was probably true elsewhere in Northern prisons.
